Subject : Hospitality by suppliers/ vendors to the Government Officials - reg.

It has been brought to the notice of this Department that in the contracts signed with suppliers by some of the Ministries/ Departments have clauses of pre-inspection at the firm�s premises, where there is a provision that the suppliers or the vendors will pay for the travel, stay, hospitality and other expenses of the Inspecting officials. This is not in keeping with need to safeguard the independence of the inspecting teams. Such provisions in contracts need to be discouraged, so that Inspections are not compromised. Necessary steps may be taken to strictly avoid such provisions in the contracts with suppliers/ vendors.

Sub: Revision of rates of Special Allowance payable to Parliament Assistants. 

The undersigned is directed to say that consequent upon the decision taken by the Government on the recommendations made by the 7th Central Pay Commission," the President is pleased to enhance the rates of Special Allowance payable to those wholly engaged in Parliament work during Parliament session by 50% from the existing levels of Rs. 1500/- and Rs. 1200/- payable to Assistants and UDCs respectively to the level of Rs. 2250/- and Rs. 1800/-.

2. The above limits would be automatically raised by 25% every time the Dearness Allowance on the revised pay structure goes up by 50%. No separate instructions on this count would be required.

3. The allowance will be admissible at full rates for every calendar month in which the Parliament is in Session for at least 15 days in that month. For month with shorter periods, the allowance will be admissible at half the rates prescribed for the full month. 

4. The allowance will be admissible during the period of regular leave.

5. Normally, the allowance will be admissible to only one Parliament Assistant in a Ministry. Where a Ministry considers it necessary to engage more than one Parliament Assistant on full time Parliamentary duty, the prior approval of this Department will be necessary. Such additional staff will also be entitled to the Special Allowance mentioned above according to the status he/she enjoys. Where this Ministry has agreed in the past to the engagement of more than One Parliament Assistant for Parliamentary work in any Ministry, this Ministry�s approval need not be obtained afresh. 

6. No Overtime Allowance shall be paid to Parliament Assistants for the calendar months in which the Parliament is in Session.

7. The special allowance referred to above will be classified as "Other Allowances" 

8. These orders shall take effect from 01.07.2017.

Subject: Implementation of Govemment�s decision on the recommendations of the Seventh Pay Commission - Revision of rate of Training Allowance.
Consequent upon the acceptance of the recommendations of the Seventh Central Pay Commission (CPC) by the Government conveyed vide Ministry of Finance, Department of Expenditure Resolution No. 11-1/2016-IC dated July 6, 2017, the President is pleased to decide that the Training Allowance in Training Academies and Institutes shall be regulated in the following manner:-

(i) Training Allowance

In the National/Central Training Academies and Institutes for Group �A� officers 24% of Basic Pay
In other Training Establishments 12% of Basic Pay

(ii) Training Allowance will be admissible only to the employees who join the training establishments for a specified period of time and are then likely to go back.

(iii) Training Allowance will not be admissible to those employees who are directly recruited by such training establishments for imparting training.

2. The revised rates of training allowance shall be admissible with effect from the lst July, 2017. 

3. In so far as the employees working in the Indian Audit and Accounts Department are concerned, these orders are issued with the concurrence of the Comptroller and Auditor General.

Sub:- Biometric Attendance

Instructions for adhering to punctuality in attending Office have been issued from time to time, along with instructions on proper monitoring. Biometric Attendance System was introduced under Office Order No. 80 of 2014 which also brought 01:11:- that there is no change in the existing instructions relating to observance of punctuality.

2. Attention is specifically invited to Office Order No. 107 of 2016, wherein the method of monitoring of attendance and punctuality of employees by the concerned Officers, on the basis of reports of  Biometric Attendance System(AEBAS) was issued for effective monitoring and taking necessary remedial action.

3. On monitoring of Biometric Attendance Data, it is observed that over the last few months, there has been a� declining trend in percentage of employees in maintaining punctuality, both in respect of reaching and leaving office.

4. It is therefore, reiterated that all Officers and staff working in Board�s Office may ensure strict compliance of extant instructions. Proper monitoring as contained in Office Order No. 107 of 2.016 be strictly adhered to by all Section Officers & Deputy Directors without fail. ' As was being done hitherto when attendance was being marked manually, deduction of half-a-day's CL may invariably be ensured. against those who have recorded attendance. after 9.15 AM.

Also, on not more than two occasions in a month, late recording upto an hour may be condoned by the competent authority viz. Executive Director/Head of the Directorate. Habitual late coming should not be allowed and the matter may be reported to the concerned ERB section for disciplinary action.

4.1 Executive Directors should not only ensure compliance of these instructions by the branches Working under them but should also monitor and take necessary remedial measures against habitual late comers or those who leave office early, through the fortnightly punctuality report to be submitted to them by the concerned Section-Officer/Deputy Director.

4.2 ' In respect of stenographic�: official, the officers with whom they are attached are to monitor the same and ensure action as stated above.

5. Any issues relaied to registration/marking of attendance in AEBAS may be reported to NIC at helpdesk-attendance@gov.in or over the Helpline. NO. 1800111555(TollFree).

6. It may further be ensured that marking of attendance of AEBAS is to be complied with by all Officers/staff working in Board�s Office including those working on loan basis from Railways.

2. The issue has been examined in Board�s office and it is clarified that as per Rule 924(i) (k) of IREM-I and para 3.23 of Board�s letter No. E(P&A)II-80/RS-10 dated 17.07.1981, 30% Pay element will be reckoned for calculation of Leave Salary of Running Staff for the period between 01.01.2006 to 31.08.2008 also consequent to implementation of the 6th CPC recommendations.

3. This issues with the concurrence of the Finance Directorate of Railway Board.

Steps to update Mobile Number, E-mail, Aadhaar Number in CGHS Database

Q. How to update Mobile Number, E-mail, Aadhaar Number in CGHS Database 

Ans. Steps to update Mobile Number, E-mail, Aadhaar Number in CGHS Database There are 2 ways to update the mobile number of a beneficiary:
1. By Beneficiary Login � When beneficiary has registered as well as new mobile number.
2. By CMO In - Charge � When beneficiary has not registered mobile number yet or does not have registered mobile number.
Case - I: Steps to update mobile number by Beneficiary Login:
Step 1: Click on the link �Beneficiary login� on cghs.nic.in
The following screen appears

Step 2: Enter the beneficiary id of any of the family members and the password in the screen shown above 
If a beneficiary doesn�t have the password, click on the option �Generate Password�
The following screen will appear:-

Enter the beneficiary id of main card holder, date of birth and mobile no. that exists in the CGHS database and click on Register button.

OTP is sent to the registered mobile no.

Step 3: The beneficiary can then enter beneficiary id and password on screen shown in step 1 to print plastic cards of family members or update mobile number, email, Aadhaar Number or view medicine history etc.
Click on relevant option like �Update Mobile No�.

Step 4: The desired screen is displayed for updating the mobile no

Step 5: Enter the mobile numbers of the self/dependents and click on submit button.

Case- II: Step to update Mobile Number if already not registered or registered mobile is not with beneficiary

In case the mobile number of a beneficiary is not available in CGHS database or does not have already registered mobile number, in such cases the beneficiary has to approach the CMO In -Charge of respective wellness centre with his/her mobile.

The CMO In-Charge will update the mobile against the beneficiary id. An OTP will be received on beneficiary�s mobile number that will be communicated to CMO In-Charge to finally update the mobile no. of the beneficiary.

Subject: Implementation of Govt. decision on the recommendations of the Seventh Central Pay Commission in respect of the Post-01.01.2016 retired Armed Forces Pensioners/ Family Pensioners : Reg. New PPO Series.

Office of the PCDA (Pension) Allahabad was in the process to implement e-PPO�s for all categories of pensioners. In the first phase, corrigendum PPOs to revise pension of Pre- 2016 defence civilian pensioners have been issued through e-PPOs. Various PDAs have already revised pension of such pensioners. A new PPO series was introduced for these corrigendum PPOs which contained 12 digits with PPO suffix of 4 digits. For this purpose, only electronic PPOs (e-PPO) were generated which were digitally signed. No physical PPO was printed and sent to any agency. These new PPO (e-PPO) also contained a QR code wherein all important data was embedded. This QR code could be used by PDA�s to capture the data.

2. Now, it has been decided to discontinue issue of physical PPOs in respect of ICOs and JCOs/ORs of Indian Army w.e.f. October, 2017. In other words, in respect of fresh retirees of Indian Army (retiring or being discharged) from the month of October, 2017, only e-PPO will be issued with following features

(a) These documents will be digitally signed.

(b) These PPOs will contain 16 digits to identify the PPO (12 digits PPO No. and 4 digits as PPO suffix).

(c) They will contain a QR code where data of various fields will be embedded.

3. These e-PPOs will be sent to the banks through SFTP connectivity which this office has established with various banks. Other banks, with whom there is no SFTP connectivity, are advised to immediately take necessary measures to establish the same. In the interim period till the time they establish SFTP connectivity, PPOs will be sent through email id pcdapedp.cgda@nic.in . Similarly, these PPOs will be sent to DPDOs through the CGDA WAN. Other PDAs such as Director of all State Treasuries; IE Kathmandu, Nepal; Post Office, Kathua; PAO, Delhi etc are requested to kindly immediately provide an email ID of .nic or any other domain under control of government for this purpose. Regarding submission of e-Scroll, PDAs are requested to refer to para 6 of this office Circular No. C- 169 dated 11.07.2017. All PDAs are requested to strictly follow the procedure prescribed
therein.

4. The procedure of forwarding the e-PPOs will be as under:

(a) For JCOs/ORs: A copy of e-PPOs, duly digitally signed, will be sent electronically to Record Offices (ROs). The concerned RO, after scrutinising and checking the e-PPO, is requested to forward a hard copy of the e-PPO (after printing from the PDF file) along with Descriptive Roll of the pensioner to PDA concerned. ROs are also requested to kindly provide a copy of the e-PPO to the Armed Forces Pensioners/ Family Pensioners for their record either as hard copy or through e-mail as deemed fit. If any discrepancy is observed by the RO in e-PPO or death occurs before the date of retirement/discharge, then this fact may be immediately brought to the notice of PSA for remedial measures. PDAs are advised to affect payment based on e-PPO after confirmation from Record Office concerned in the form of receipt of hard copy of e-PPO and Descriptive Roll.

(b) For Commissioned Officers: A copy of e-PPOs, duly digitally signed, will be sent electronically to Army HQ. In order to have enhanced security in the process, the Army HQ after scrutinising and checking the e-PPO, is requested to forward a hard copy of the e-PPO (after printing from the PDF file) to the PDA concerned. The Army HQ is also requested to kindly provide a copy of the e-PPO to the Armed Forces Pensioners/ Family Pensioners for their record either as hard copy or through e-mail as deemed fit. If any discrepancy is observed by the Army HQ in e-PPO or death occurs before the date of retirement, then this fact may be immediately brought to the notice of PSA for remedial measures. PDAs may commence the payment of pension on basis of e-PPO and Descriptive Roll from this office and hard copy of e-PPO received through Army HQ.

One copy of the e-PPO will also be sent to the PCDA(O) , Pune in respect of all Commissioned Officers. PCDA(O), Pune is requested to check all entries printed in the e- PPO with reference to the LPC-Cum-Datasheet forwarded by them. In case any discrepancy is noticed, the same should be immediately brought into the notice of this office.

5. Process of verification of e-PPOs; PDAs shall take the following steps:

(a) On receipt of e-PPOs though the medium specified above, PDAs shall verify the genuineness of the digital signature affixed on the e-PPO.

(b) Name of authorised signatories who have been provided digital signature through e- Mudra by this office for signing of e-PPO digitally will be made available on website of PCDA(P) Allahabad at URL www.pcdapension.nic.in. All PDAs are requested to refer to the website of this office and check the name of such authorised signatories for the purpose of digital signature on e-PPO accordingly in order to ensure that no PPO with unauthorised signature is acted upon.

(c) PDAs shall wait for the confirmation from the Army HQ / Record Office as the case may be, before releasing the first payment and starting pension payment monthly.

(d) It shall also be confirmed by the PDA that the payment is not being released again in respect of same PPO number (including the PPO suffix of 4 digits) to the pensioner inter-alia due to duplicate receipt of e-PPO. In such a scenario, the PDA will inform the PSA that the event of duplicate transmission of the given PPO has been detected and no action on such e-PPOs except the first one has been taken. 6. Pension certificate issued by this office in respect of JCOs/ORs is discontinued with immediate effect.

7. The PPO series circulated by this office Circular No. 571 dated 19.12.2016 in case of JCO/ORs and Circular No. 27 dated 24.11.2016 in case of ICOs stand withdrawn with immediate effect except for those PPO�s which pertain to blocks of manual PPO�s. Also, PPO series for Defence Civilians which have been circulated by this office will continue to be in force till e-PPOs are started in respect of Defence Civilians by this office.

8. The change statement regarding addition or deletion of pensioners on the strength of the Pension Disbursing Authorities may be forwarded to this office in Annexure �E� to this office Circular No. 189 dated 28.02.2017 in CSV format to e-mail ID pcdap- account.cgda@nic.in . A hard copy of this change statement may also be forwarded to Shri K K Pant, SAO, O I/C Audit Section, Office of the Principal CDA (P), Allahabad-211014 in usual manner in terms of Para 17 of Annexure �H� to Scheme for payment of pension of Defence Pensioners by Public Sector Banks and para 126 of Defence Pension Payment Instructions (DPPI) -2013.

9. Separate communication will be issued by office of PCDA(Navy) Mumbai and Office of CDA(AF) New Delhi regarding implementation of e-PPO in respect of Pensioners of Indian Navy and Indian Air Force respectively.

A. Army Officers who have retired between 01 / 01 /2016, and 04/09/2017 i.e. date of issue of orders for revised pension based on the recommendations of the 7th CPC shall have two options (i) an option in relaxation of �provisions of relevant Pension Regulations, not to commute the pension which has become additionally commutable on retrospective revision of pay/ pension on implementation of recommendations of the 7th CPC i.e. OR (ii) Commute. additional commutable amount, which becomes due on account of �revision of Pay/ Pension. Retired Army officers can opt for one of these two options. Option form is enclosed as Appendix to be used for this purpose.

B. Hard copy of Option for commutation of additionally commutable amount duly signed by the officer will be required to be submitted within 4 months i.e. by 03/01/2018 from the, issue of the Gol, MoD letter No. 17(02)/2016-D(Pen/Pol) dated 04/09/2017, by the Armed Forces officers.

Option exercised after expiry of 4 months from the issue of the Govt, letter will not be entertained. The claim submitted without exercising said option or if no option is received for commutation of additionally commutable amount of pension within stipulated time period as , A mentioned above, it will be presumed that pensioner is not willing to commute additionally commutable amount.

Attention is invited to Railway Board's letter referred on the above subject on the issue of modalities of re-engagement of retired employees and remuneration to be paid to them.

2. These instructions have been reviewed and in supersession of the same, it has now been decided by the Board that retired employees may henceforth be engaged on the following conditions:

i. Divisional Railway Managers are empowered to re-engage retired employees.

ii. Railway should give publicity to such re-engagement, by putting it on Railway websites.

iii. Retired employees being re-engaged, should not have been covered under the Safety Related Retirement Scheme/ Liberalized Active Retirement Scheme for Guaranteed Employment for Safety Staff (LARSGESS).

iv. While re-engaging such staff, medical fitness of the appropriate category should be obtained from the designated authorities as per existing practices.

v. Suitability/competency of the staff should be adjudged before such re-engagement and the issue of their safety record as well as the safety and other operational requirements as needed are adequately addressed.

vi. Maximum age limit for which re-engagement shall continue will be 62.

vii. Monthly remuneration of a retired employee being re-engaged be determined by reducing Pension from his/her last pay drawn (i.e. Basic Pay + DA).

viii. This scheme is valid up to 14.09.2018.

ix. Re-engaged staff should be discharged immediately on joining of selected candidates from RRBs.

Instructions have been issued regarding revision of pre-2016 pensioners/family pensioners in line with 7th CPC recommendations vide Railway Board�s letter under reference above. These instructions envisage �suo moto� revision in pension for all pre-2016 retirees. Till date 1,51,982 pensioners� PPO have been revised.

It may be appreciated that against the 14 lakh pensioners� cases on Indian Railways, the pace of pension revision is slow. In the recently held review meeting, Additional Secretary (Expenditure) has also emphasized that adequate priority may be given to this area of work. Finance Secretary also expressed that exercise of pension revision may be completed in a time-bound manner. In this connection, Financial Commissioner vide his DO letter no. 2016/AC-II/21/8/PT-III dated 5.9.2017 has also advised that the exercise of revision may be carried out on a parallel track alongwith ARPAN to expedite the process.

As a welfare measure, it should be ensured to step up with pace for revision of pension. The work flow of pension revision envisages close coordination between the Personnel and the Accounts Department and hence, it is advised that PCPO and PFA to monitor the progress of revision of pension cases at their level to ensure that pension revision exercise is completed at the earliest.

Sir,

1. I am directed to say that in pursuance of the decisions taken by the Govt on the recommendations of the Seven Central Pay Commission relating to Travelling Allowance entitlements, the Ministry of Finance have issued orders vide OM No.19030/1/2017-E.IV dated 13 July 2017 for modifying Travelling allowance entitlements of Civilian Central Govt employees. In pursuance thereto, sanction of the President is conveyed to the modifications in the Travel Regulations, 2014 (Edn) for Armed Forces Personnel as set out in Annexure to this letter.

2. The 'Pay Level' for determining the TA/DA entitlement is as indicated in relevant Special Army/Navy/Air Force Instructions.

3. The term 'Pay in the Level' for the purpose of these orders refers to Basic Pay drawn in appropriate Pay Level in the Pay Matrix as defined in relevant Special Army/Navy/Air Force instructions issued in pursuance to Govt decision on 7th CPC recommendations and does not include Non-Practising Allowance (NPA), Military Service Pay (MSP) or any other type of pay like special pay, etc.

4. However, if the Travelling Allowance entitlements in terms of the revised entitlements now prescribed result in a lowering of the existing entitlements in the case of any individual, groups, ranks or classes of service pers, the entitlements particularly in respect of mode of travel, class of accommodation, etc, shall not be lowered. They will instead continue to be governed by the earlier orders on the subject till such time as they become eligible, in the normal course, for the higher entitlements.

5. The claims submitted in respect of journey made on or after 1st July, 2017 may be regulated in accordance with these orders. In respect of journeys performed prior to 1st July, 2017, the claims may be regulated in accordance with the previous orders dated 29 Dec 2008.

6. It may be noted that no additional funds will be provided on account of revision in TAIDA entitlements. It may therefore be ensured that permission to official travel is given judiciously and restricted only to absolutely essential official requirements.

7. The relevant Rules of Travel Regulations will be amended in due course. As these orders are based on MoF OM No.F-19030/1/2017-E.IV dated 13 July, 2017 as well as further OM. No.19030/1/2017-E.IV dated 18 August, 2017, these OM would be referred to for settling any doubts/discrepancies.

8. These orders shall take effect from 01st July, 2017.

9. This issues with the concurrence of Ministry of Defence (Fin/QA) vide their UO No.505 dated15-9-2017.

1. In partial modification of Govt of India, Ministry of Defence letter No.12630/Mov C/3737/D(Mov)/08 dated 29 Dec 2008 as amended from time to time, the following provisions will be applicable with effect from 01st Jul 2017.

2 Entitlements for Journeys on Tour or Training (Rule 57,58,62, 92, 95,107 and 108 of Travel Regulations, 2014 Edn).

(A) (i) Travel Entitlements within the Country (Rule 92, 95 and 108 of  Travel Regulations, 2014 Edn).

(ii) It has also been decided to allow the Government officials to travel by Premium Trains/Premium Tatkal Trains/Suvidha Trains, the reimbursement to Premium Tatkal Charges for booking of tickets and the reimbursement of Dynamic/Flexi-fare in Shatabdi/Rajdhani/Duronto Trains while on official tour/training. Reimbursement of Tatkai Seva Charges which has fixed fare, will remain continue to be allowed. Travel entitlement for the journey in Premium/Premium Tatkal/Suvidha/Shatabdi/Rajdhani/ Duronto Trains will be as under:-

(a) In case of places not connected by rail, travel by AC bus for all those entitled to travel by AC II Tier and above by train and by Deluxe/Ordinary bus for others is allowed.

(b) In case of road travel between places connected by rail, travel by any means of public transport is allowed provided the total fare does not exceed the train fare by the entitled class.

(c) All mileage points earned by service personnel on tickets purchased for official travel shall be utilized by the concerned department for other official travel by their officers. Any usage of these mileage points for purposes of private travel by an officer will attract departmental action. This is to ensure that the benefits out of official travel, which is funded by the Government, should accrue to the Government.

(d) In case of non-availability of seats in entitled class, service pers may travel in the class below their entitled class.

(B)  International Travel Entitlement by Air - (Rule 245 of Travel Regulations, 2014 Edn).

Note : At places where no specific rates have been prescribed, the rate per km will further rise by 25 percent whenever DA increases by 50 percent.

E. (i) Daily Allowance on Tour - Rule 114 of Travel Regulations,(2014 Edn),
The rates of Daily Allowance are revised as follows:-

9 to 11 Reimbursement for hotel accommodation/guest house of up to Rs .2,250/ per day.
Reimbursement  of non-AC  taxi  charges  of up to ' 338/per day for travel within the city.
Reimbursement of food bills not exceeding '900/- per day.
5A to 8 Reimbursement for hotel accommodation/guest house of up to Rs .750/- per day.
Reimbursement  of  Non-AC  taxi  charges  of  up  to Rs.225/- per day for travel within the city.
Reimbursement of food bills not exceeding Rs 800/- per day.
5 and below Reimbursement for hotel accommodation/guest house of up to Rs 450/- per day.
Reimbursement of non-AC taxi chares of up to Rs 113/- per day for travel within the city.
Reimbursement of food bills not exceeding Rs 500/- per day.

(ii) Reimbursement of Hotel Charges: - For levels 8 and below, the amount of claim (up to the ceiling) may be paid without production of vouchers against self-certified claim only. The self-certified claim should clearly indicate the period of stay, name of dwelling, etc. Additionally, for stay in Class 'X' cities, the ceiling for all employees up to level 8 would be ' 1,000 per day, but it will only be in the form of reimbursement upon production of relevant vouchers. The ceiling for reimbursement of hotel charges will further rise by 25 percent whenever DA increases by 50 percent.

(iii) Reimbursement of Travelling Charges:- Similar to Reimbursement of staying accommodation charges, for levels 8 and below, the claim (up to the ceiling) may be paid without production of vouchers against self-certified claim only. The self-certified claim should clearly indicate the period of travel, vehicle number, etc. The ceiling for levels 11 and below will further rise by 25 percent whenever DA increases by 50 percent. For journeys on foot, an allowance of Rs.12/- per kilometer travelled on foot shall be payable additionally. This rate will further increase by 25% whenever DA increases by 50%.

(iv) Reimbursement of Food Charges:- There will be no separate reimbursement of food bills. Instead, the lump sum amount payable will be as per Table E(i) above and, depending on the length of absence from headquarters, would be regulated as per Table (v) below. Since the concept of reimbursement has been done away with, no vouchers will be required. This methodology is in line with that followed by Indian Railways at present (with suitable enhancement or rates). i.e. Lump sum amount payable. The lump sum amount will increase by 25 percent whenever DA increases by 50 percent.

(v) Timing Restrictions

If absence from headquarters is > 12 hours 100% of Lump sum amount
Absence from Headquarter will be reckoned from midnight to midnight and will be calculated on a per day basis.


(vi) In case of stay/journey on Govt ships, boats etc. or journey to remote places on foot/mules etc for scientific/data collection purposes in organization like FSI, Survey of India, GSI etc., daily allowance will be paid at rate equivalent to that provided for reimbursement of food bill. However, in this case, the amount will be sanctioned irrespective of the actual expenditure incurred on this account with the approval of the Head of Department/Controlling Officer.
Note: DA rates for foreign travel will be regulated as prescribed by Ministry of External Affairs.

3  T.A. on Transfer - (Rule 57, 58, 60, 61, 62,67,69 and 70 of Travel Regulations , 2014 Edn).
TA on Transfer includes 4 components:-
(i) Travel entitlement for self and family.
(ii) Composite Transfer and packing grant (CTG).
(i) Reimbursement of charges on transportation of personal effects.
(ii) Reimbursement of charges on transportation of conveyance.

(i) Travel Entitlements:
(a) Travel entitlements as prescribed for tour in Para 2 above, except for International Travel, will be applicable in case of journeys on transfer. The general conditions of admissibility as laid down in Travel Regulations, 2014 Edn) will, however, continue to be applicable.
(b) The provisions relating to small family norms as contained in Para 2 (A) of Annexure to Ministry of Defence letter No.12630/Q Mov C/3198/D Mov/98 dated 28 Oct 1998 shall continue to be applicable. 

(ii) Composite Transfer and Packing Grant (CTG):
(a) The Composite Transfer Grant shall be paid at the rate 80% of the last month's basic pay in case of transfer involving a change of station located at a distance of or more than 20 kms from each other. However, for transfer to and from the Island territories of Andaman, Nicobar & Lakshadweep, CTG shall be paid at the rate of 100% of last month's basic pay. Further, NPA and MSP shall not be included as part of basic pay while determining entitlement for CTG.

(b) In cases of transfer to stations which are at a distance of less than 20 kms from the old station and of transfer within the same city, one third of the Composite Transfer Grant will be admissible, provided a change of residence is actually involved.

(c) In cases, where the transfer of husband and wife takes place within six months, but after 60 days of the transfer of the spouse, fifty percent of the Transfer Grant on transfer shall be allowed to the spouse transferred later. No Transfer Grant shall be admissible to the spouse transferred later, in case both the transfers are ordered within 60 days. The existing provisions shall continue to be applicable in case of transfers after a period of six months or more. Other rules precluding Transfer Grant in case of transfer at own request or transfer other than in public interest, shall continue to apply unchanged in their case.

(iii) Transportation of Personal Effects

(a) The rates will further rise by 25 percent whenever DA increases by 50 percent. The rates for transporting the entitled weight by Steamer will be equal to the prevailing rates prescribed by such transport in ships operated by Shipping Corporation of India. The claim for reimbursement shall be admissible subject to the production of actual receipts/vouchers by the service pers. Production of receipts/vouchers is mandatory in respect of transfer cases of North Eastern Region, Andaman & Nicobar Islands and Lakshadweep also.

(b) Transportation of personal effects by road is as per kilometre basis only. The classification of cities / towns for the purpose of transportation of personal effects is done away with.

(iv) Transportation of Conveyance �(Rule 67 & 70 of Travel Regulations, 2014 Edn).

The general conditions of admissibility of TA on transfer as laid down in Travel Regulations (2014 Edn) will, however, continue to be applicable.

4 T.A. Entitlement of Retiring Service Pers- (Rule 200-A & B of Travel Regulations, 2014 Edn).
TA on Retirement includes 4 components:-
(i) Travel entitlement for self and family.
(ii) Composite Transfer and packing grant (CTG).
(iii) Reimbursement of charges on transportation of personal effects.
(iv) Reimbursement of charges on transportation of conveyance.

(i)  Travel Entitlements.
Travel entitlements as prescribed for tour/transfer in Para 2 above, except for International Travel, will be applicable in case of journeys on retirement. The general conditions of admissibility as laid down in Travel Regulations (2014 Edn)  will, however, continue to be applicable.

(ii) Composite Transfer Grant (CTG) :
(a) The Composite Transfer Grant shall be paid at the rate of 80% of the last month's basic pay in case of those service pers, who on retirement, settled down at places other than last station(s) of their duty located at a distance of or more than 20 km. However, in case of settlement to and from the Island territories of Andatn2n, Nicobar & Lakshadweep, CTG shall be paid at the rate of 100% of last month's basic pay. Further, NPA and MSP shall not be included as part of basic pay while determining entitlement for CTG. The transfer incidentals and road mileage for journeys between the residence and the railway station/bus stand etc. at the old and new station are already subsumed in the composite transfer grant and will not be separately admissible.
(b) As in the case of serving employees, service pers who, on retirement, settle at the last station of duty itself or within a distance of less than 20 kms may be paid one third of the CTG subject to the condition that a change of residence is actually involved.

(iii) Transportation of Personal Effects: - Same as Para 3(iii) above.

(iv) Transportation of Conveyance: - Same as Para 3(iv) above.
The general condition of admissibility of TA on Retirement as laid down in Travel Regulations (2014 Edn) will, however, continue to be applicable.
